None of this is relevant to adding a new namespace and you know this. If you want to improve the articles for creation process, great! I've filed several bugs in this area. :-) No objections from me. But the two ideas (adding a new namespace on the English Wikipedia and improving the articles for creation process) are not tied to each other in any meaningful way.
