As I commented in the Flow thread that you've linked:

The longest thread on

is 91 characters.

At max width, the title above has 129 characters (135 bytes, probably due to
the non-latin characters?) at 3 lines long:

"troublesome characters? Déjà vu 北京 <tag & "OK" 'end' How long can this topic
title go? Narwhal chambray leggings, occupy bicycle"

So I'd suggest 150 characters as potentially a reasonable maximum (whatever
that translates to in bytes for other languages?).
