This is a followup to Bug 42715 which had been marked fixed in December 2012,
and was reopened and fixed again in February 2013. As suggested by Andre there,
I'm opening a new bug now.

shows two recent cases where several identical notifications were sent out:
21:58, 2 December 2013 Ijon (talk | contribs) sent a notification about
translating page Grants:Index/Eligibility requirements; languages: all
languages; deadline: none; priority: (unset); sent to 1448 recipients, failed
for 0 recipients, skipped for 218 recipients
21:57, 2 December 2013 Ijon (talk | contribs) sent a notification about
translating page Grants:Index/Eligibility requirements; languages: all
languages; deadline: none; priority: (unset); sent to 1451 recipients, failed
for 0 recipients, skipped for 215 recipients
Example notification:

(Asaf/Ijon says that while he clicked the browser's back button to return to
the "preview notification" screen, he is certain that he did not go forward
again to the send button, or reload it.)
This looks unintentional too:

deadline: 2013-12-31; priority: medium; sent to 1442 recipients, failed for 0
recipients, skipped for 220 recipients
