The error message is produced in the repository's ItemContent::addSiteLinkConflicts and is fed by SiteLinkTable::getConflictsForItem. It seems there is no concept implemented that the the error message might get triggered on the client (in addition to getting triggered on the repo). (Apart from that, the error's occurrence might be rather theoretical since a merge is performed as of change https://gerrit.wikimedia.org/r/#/c/94795/.)
