VisualEditor is currently not usable or well-tested in Flow. (Per feedback at
http://ee-flow.wmflabs.org/w/index.php?title=Talk:Flow_bugs&workflow=050a7c69647ff00fc8b1fa163e68c4ac&action=view)
Please create a separate preference (opt-in/out) for the VisualEditor within
Flow pages, so that editors who are happily using/testing VE, will still be
able to use Flow.
