Organizing campaigns is a thing we could do for more than just images -
wikiprojects, EducationProgram, and many other things could reasonably use a
boost to contributions. Let's split the campaigns code into a different
extension, let UploadWizard use it if it's there, and then start working on
adding other contribution types to the extension as well.
This would likely be a joint project between Multimedia, Mobile,
EducationProgram, core features...loads of people.
