Steps to reproduce:
1. User talk page is not flow enabled
2. User gets a new talk page notification
3. The talk page is flow enabled before the user views the talk page change
4. OBOD never goes away because it only goes aways when a user visits a talk
page. User has no way to access the old talk page if the page flow enabled.
We need to either disable OBOD if the user's talk page is flow enabled or just
make it go away when a flow page is visited by the user
