There should be some sort of default version of the
'Proofreadpage_index_template' message included with proofread page. It doesn't
have to be fancy like wikisource's is (and unlike wikisource, it probably
should not need parser funcs), but proofread page should be able to work out of
the box, without requiring the creation of any templates.
