If a mention notification from a talk page happens on a page with no section
headers, the flyout message says something like this:
Joseph Wright of Derby mentioned you on Penny Cyclopaedia talk page in
"[[Talk:Penny Cyclopaedia#|]]".
Section notifications should be handled differently for pages where there are
no sections. (And maybe the same for mentions in the first, unnamed section?)
