When setting $wgCascadingRestrictionLevels = array( 'autoconfirmed' ) (gerrit
60695) the message 'cascadeprotectedwarning' is wrong, because it contains the
word sysop. Needs a proper rewording to match all cases. One message per case
sounds not good, because it can also contain custom restriction level.
