Steps to reproduce:
1.Open the Editor.
2.Open the transclusion dialog.
3.Click on the trash icon on the right
4.Click on "Apply Changes"
5.Click on Save Pages
6.Click on "Review your changes"
Observed Result:
Although there is no change in the template dialog box, the "Apply changes"
button in the transclusion dialog box remains active.
After clicking on "Review your changes" it says:
"Could not start the review because your revision matches the latest version of
this page"
