There is action=move, however sometimes one wants to just create
redirect(s) to an existing page without affecting that page. One could
use the edit function and make a new page with the words
#REDIRECT...[[target]] But perhaps you might add redirection creation
functionality to the API. The user should supply the title of the new
redirect page, and the target, an existing page to where the redirect
should redirect to, and whether to allow double redirects...
