Similar to the Bugzilla reporter bot, someone should write and implement a
script that is capable of reporting to the wikitech-l mailing list on a weekly
basis:
* new RFCs
* RFC status changes (e.g., in draft --> accepted)
This script can be written in any suitable programming language, though PHP or
Python would probably be preferable.
There are lots of ways to implement this, including parsing the HTML or parsing
the wikitext or doing other silly things.
The script can be hosted on Wikimedia Labs.
