Rather than using interwiki.sql to populate the interwiki table, the installer
should poll mediawiki.org's API for its interwiki table and populate the local
interwiki table with those prefixes and URLs. If a connection isn't available,
then interwiki.sql can be the fallback. The code to do this already exists in
https://www.mediawiki.org/wiki/Extension:InterwikiMap If we don't have the
installer do this, it should at least be a maintenance script.
