I wasn't involved in proposing this task, but I am an engineer working on
GuidedTour (https://www.mediawiki.org/wiki/Extension:GuidedTour)

I think the point is to show which aspects of the Wikisource interface the
guiders (steps of a tour) will point to.  It should also show the text of each
guider, and the buttons.

In my view, the mockup does not have to be realistic or contain code (mockups
don't contain code by the common definition).  It can simply be a wireframe,
showing what text and buttons go where.  Bearing that in mind,
https://commons.wikimedia.org/wiki/Category:GuidedTour shows how guiders look
in the wild (so the contributor knows the structure of how the user
experience).

I am available to help potential contributors set up GuidedTour (I am superm401
on IRC).
