Seems that blocking a user contains a rather bad issue. The block form defaults
to a 31 hour block, with the check-box for account creation disabled set.
However, as evident from my block log the blocks it actually issues are 31 hour
blocks with "Talk page disabled" set instead of "account creation blocked". In
other words: The user cannot challenge the block, but can create a new account
instead
