A video of the bug in action on mobile can be seen here https://www.dropbox.com/s/rph1olxmxoinwv8/Video%2015-12-2013%2003%2055%2014.mov. This is reproducible, with some luck, on Wikipedia by visiting the Main Page talk page and resizing the page until the point at which the 'New section' tab collapses.
