There is a maintenance cost associated with maintaining federated tables (inter
alia, it requires review at any schema change).  The fewer such tables in
place, the less likely it is that a problem is introduced.

Also, joins between databases living in different slices should be a rare
operation and is almost always better done differently; requiring a request to
add new tables ensures that there is an opportunity to review the proposed use
case before it's implemented (to avoid having to force people to change their
tools later).
