+++ This bug was initially created as a clone of Bug #35090 +++
Its unclear if we should do this, as the current situation might be fine
(Additionally splitting this widely customized message would mean lots of wikis
would have to copy over their customizations).
In particular splitting the message would allow us to change the part
'''Your username or IP address has been blocked.'''
To not have the "or" and simply say which case is it.
Anyhow, I'll leave it to others to figure out if this should be changed or not.
