Some tests rely on an internet access, for example the Math extension fetch
material from latexml. Hacking $wgHTTPProxy does fix the issue :

We have to set $wgHTTPProxy in the mediawiki.d configuration, should vary
depending on the cluster the test is being run (pmtpa / eqiad).
