Steps to reproduce

Add/change a link to any page on wikidata.
Expected behavior
-----------------
The change shows up in the langlinks table immediately or after some time.
Actual behavior
---------------
An edit on the page is required to update the langlinks table.
This is a problem, especially for categories, as they typically receive a small
number of edits. There should be some automatic process for syncing these
changes - either immediately or with some reasonable delay.
