Importing is already designed for bringing in revisions with timestamps other than now. On the other hand, I also get the impression that importing is inefficient, because it seems to take forever whenever you're trying to import a lot of stuff. The API module would require either a lot of code duplication in the extension, or a bunch of changes to be made to core functions that currently lack timestamp parameters.
