If you have:
== Hello == <!-- foo -->
And you click the resulting section-edit link, the edit summary field won't
pre-fill with "/* Hello */ " as expected. Instead, it'll be blank.
The Translate extension encounters this issue frequently. :-( This bug report
is probably a duplicate.
