A bare Mediawiki wiki with no extensions and basic configuration is not
currently a target for browser tests. Examples of a bare Mediawiki wiki are a
new local installation; or a vagrant instance with only the Mediawiki role
enabled.
Any such tests should be marked with the "@clean" Cucumber tag per
http://www.mediawiki.org/wiki/Manual:Coding_conventions/Cucumber
Areas such tests should address are
* Create account/Log in links
* Nine basic left-side Tools and navigation links
* Edit/Create function and editor controls
* Talk page and View history link
* Search box
