That's intended functionality, so that you can use the grant under your own
account to continue to test and develop your application while your application
to be an OAuth consumer is handled.

The exact process is still being developed. The draft of the guidelines is

Your request was approved, so that's that sorted.

There is a broader point you've made though, that we should make it clearer
what the process is for people when they're applying. Thanks for pointing that
out to us.
