When a wiki page has duplicate headings the first heading gets the normal
fragment and the following duplicate headings gets a fragment appended with _2,
_3, ...
When you submitting a section you get positioned by the fragment of the heading
of the section you edited.
When the section you edited has a duplicate heading you gets positioned to the
first heading with the duplicate heading.
Expected result: You gets positioned to the heading of the section you edited.
