I installed a fresh MediaWiki (version 1.22.1) and the current version of Echo
(not the master that triggers a syntax error but the 1.22 one).
Linking to a user page does not lead to a notification for the mentioned user.
There is no entry added to the echo_event table either which I assume should be
done.
