--- Comment #2 from [email protected] --- I think by "down arrow" you're referring to the control that pops up a flyout, this will soon change to a [...] "more actions" icon. Currently the entire gray topic titlebar area is a collapse/expand button (though there are bugs with the implementation, bug 58800) _except_ when you click on some items in the titlebar that have their own behavior: the action menu, the comment count link, the timestamp, etc. This bug is to improve the topic titlebar's collapse/expand UX.
