The current license detection logic in CMD is
1. check category names for known license categories
2. if nothing found, check template shortnames
Since at least PD licenses are only detected from shortnames and never from
categories, this does not work well for detecting multiple licenses (which CMD
doesn't do anyway at the moment, but it is planned).
