Intention:
Add special characters
Steps to Reproduce:
If any of the following that happen to rely on special characters:
* A template
* A parameter name in said template
* Data for parameter (e.g., the name of a person or place)
* A link to another page
* A category
* A media item (e.g., image) that you can't find otherwise
* An image or a caption in a image gallery
* An edit summary
then they cannot be successfully used in VisualEditor. Probably there are uses
for it in the Mathematics Formulae tool as well.
Basically, if you have a cursor for typing anything, anywhere in the entire
VisualEditor interface, then you need access to the special character inserter.
