Seen in Firefox: when a long title overflows a container as described in
https://bugzilla.wikimedia.org/show_bug.cgi?id=60682 there should be a '3-dots'
icon to the right of the title which when hovered over contains a choice of
user actions.
The 3-dot icon does not appear for these overflowed title, so no user actions
are available.
Firefox only, Chrome seems OK.
