This bug is not exactly the same as bug 60306 since this one is about the use
of ULS in the Translate extension to change the language of the translation and
not the user interface language (also, the button 'Review' didn’t appear before
I reactivated ULS in my preferences). One should have the possibility of
changing the language even if ULS is deactivated.
I changed the component concerned (from ULS to Translate) to force Translate to
load ULS in Special:Translate independently of the activation status of ULS,
and I mark it as REOPENED since you currently still have the problem if ULS is
deactivated in the preferences.
