For some reason it appears that most of the messages for
Mediawiki:ipbreasonotherlist have fallen out of the extension leaving it blank
(it is the 'other reason' select box which for locking an account, it is also
the default seen when you go to the page.
I've created the message on Commons and Meta (
https://meta.wikimedia.org/wiki/MediaWiki:Ipbreasonotherlist ) as a stop gap
because I saw them there but you can see the missing message on English
Wikipedia still https://en.wikipedia.org/wiki/Special:CentralAuth/Jalexander.
I haven't dug deeply to figure out when it was removed but the current version
of the extension appears to have 2 translations for it but no english version.
