The process of setting up lsearchd wikis was always always manual and gets
forgotten and all *new* wikis should get Cirrus by default now anyway.

This is mostly documented now at that section and the links it follows to.
We're keeping the new docs up to date, and have automated most of the index
creation in addWiki.php
Marking MOSTLY-FIXED since it's about as fixed as it'll ever be.
