Ok, so these bugs are kind of convoluted. I submitted a fix for bug 35628
(Unencode the arguments to #ifeq:). This bug is technically asking for
{{PAGENAME}} to not output encoded stuff (whatever happened to bugs are for
problems not solutions?), which is not going to happen per comment 2. So
closing this wontfix
