Currently I added to my .htaccess:
AddCharset UTF-8 .html .txt .htm
I think its safe to say that in modern times, everyone uses utf-8 (especially
in the multilingualness of wikimedia). I think this option should be the
default option, as lots of users of tool labs probably don't know how to go
about changing the default character encoding.
