Right now it's in MWInternalLinkAnnotation and MWRedirectMetaItem just calls
into that (see https://gerrit.wikimedia.org/r/#/c/114381/). There's also some
./ stripping regexes strewn across the rest of the codebase. This should all be
factored out and centralized.
