Bugzilla has different searches, and that's rather confusing (also to me). One is the advanced search at https://bugzilla.wikimedia.org/query.cgi?format=advanced When using https://bugzilla.wikimedia.org/query.cgi?format=specific you will get the expected result (among 1751 other results, *cough*) as it also seems to include comment content. The search box in the upper right corner is the same search as the one centered on the Bugzilla front page (I'm thinking of removing that box as it's duplicated functionality) and it seems to not cover comments.
