The hook needs to provide language, for example for providing rtl images.
Please see https://gerrit.wikimedia.org/r/#/c/113975/1/includes/Hooks.php which
has this problem with the normal preferences hook. In the BetaFeatures hook
this workaround seems to cause recursion exception.
