There are two ways about this. First, you can either
setup a specialized mobile home page:
http://techblog.wikimedia.org/2009/12/mobile-homepage-in-your-language/

OR

You can get he.wikipedia.org to use the standardized selectors used in most of
the wikis. The reference version of this is en.wikipedia.org.

This is the list of all of the selectors we support in CSS syntax:

  selectors: 
    featured_article: "#mp-tfa"
    news_items: "#mp-itn"
    on_this_day: "#mp-otd"
    featured_picture: "#mp-tfp"
    facts: "#mp-dyk"

This second method is something that we are encouraging all languages to adopt
so that as we move into the future, we can provide API access to our homepage
bits.

When either of those things are completed, I'd be happy to close this ticket
and push it up.
