1. Log out.
2. Visit any page (/wiki/Something)
3. Click 'Create account' in the upper right.
4. Click 'Log in' in the upper right.
5. Log in
6. type=signup is now in your URL.
Tested locally and in production (English Wikipedia), but both have
CentralAuth, so that may be involved.
