Seen often in browser tests run locally and on Cloudbees, this happens:
* default status of Beta toggle is OFF
* click Beta toggle to ON
* click Save
* get error: "Error saving settings. Please make sure that you have cookies
enabled"
* Beta toggle goes back to OFF
* test fails
I have not yet triggered this manually. (but I haven't tried that hard either)
