For some local wikis lang database ID and label database ID are not the same
and bots adds label by fault with lang database ID.
for example:
lang code > label code
"no":"nb",
"als":"gsw",
"fiu-vro":"vro",
"bat-smg":"sgs",
"be-x-old":"be-tarask",
"roa-rup":"rup",
"zh-classical":"lzh",
"zh-min-nan":"nan",
"zh-yue":"yue",
"crh":"crh-latn"
For entering the labels with bots wikdtata should switch wrong prefix to
correct one automatically.
