ve.ce.Surface contains a bunch of calls to stopTimerLoop() and startTimerLoop()
that are unnecessary and seem to have been added based on the false assumption
that JavaScript can be multithreaded.
There are also duplicate calls to pollOnce that seem unneeded, or only exist to
update state post-modification. We should audit these.
