Presumably since the changes to course creation with (
https://gerrit.wikimedia.org/r/#/c/113912/ ), it is no longer possible to
create a course for an institution with a colon (and possibly other
characters?) in its name, even though institutions with colons in the name
exist already and can still be created.
Either allow course pages to be created even if the institution has a colon in
its name (preferable, as some such institutions and courses already exist on
Hebrew Wikipedia), or prevent the creation of institutions with characters that
would block course creation.
