I. Expected: something happens.
II. Observed: nothing happens.
3) Click again
I. Expected: no idea.
II. Observed: the file description opens.
Nothing relevant can be seen in the browser console, I think, only stuff like
TypeError: document.getElementById(...) is null
or
"TypeError: localStorage is null" [object Error]
Oh, I tried again and this popped up while the file description opened:

On Chromium, I see that this URL is opened:
