Without any required parameters
Steps to reproduce:
1,Open a page with VE
2.Insert a reference
3.Open the reference dialog box select any option under Cite
(Website/Book/Newspaper/Journal)
Observe Result:
None of the required parameters are showing up , in all cases the dialog to add
a transclusion comes up.
