This turns out to be because Chrome turns some sort of hardware acceleration or
whatever on or off when the opacity is not 1. When you hover over certain
icons, we change the opacity from 0.8 to 1, which triggers acceleration stuff,
and so everything wiggles.

I'll try to come up with a minimal test case and file this bug against Chrome,
but for now I'll just change all opacity: 1; rules to opacity: 0.99;
