Would there be any downside to using:

pre:not(.javascript) {
    overflow-x: auto;
}

The primary objection to Krinkle's original solution was that it wouldn't be
good for MediaWiki javascript pages. If we simply exclude those pages, it seems
like it would be a good solution for most cases.

Apparently ':not' is supported in all major browsers except for IE 8 and
earlier.
