Changes on Wikidata are shown in the Watchlist and RelatedChanges for the
linked article which is excellent to keep track on what is happening and
prevent high impact vandalism.
In the same way a new version of a file should trigger a entry to be created in
the Watchlist (and RelatedChanges) that are watching pages that are using that
file.
